Designing a Model for Implementing Government Social Policies toward Achieving a Sustainable Development Approach (Case Study: Kerman Province Mining Engineering Organization)

Abstract

The purpose of this study is to design a model for implementing government social policies toward achieving a sustainable development approach, using the Kerman Province Mining Engineering Organization as a case study. The research employed a mixed-methods (qualitative–quantitative) design. In the qualitative phase, thematic analysis and semi-structured interviews with experts were used to extract the components of the model. In the quantitative phase, a questionnaire developed based on the qualitative components was administered, and confirmatory factor analysis was conducted to validate and prioritize the final model. The statistical population in the qualitative phase consisted of managers of the Kerman Province Mining Engineering Organization, while the quantitative phase included 351 employees and members of the organization. The findings indicated that the model for implementing government social policies in line with sustainable development comprises key components, including policy transparency, stakeholder participation, continuous monitoring and evaluation, alignment with environmental objectives, social justice, and economic efficiency. The prioritization of components further showed that environmental and economic dimensions hold the greatest importance in the implementation of social policies. This model can serve as an operational framework for improving the implementation of social policies toward sustainable development in similar organizations.
